LIST 3 EXCLUSION REQUESTS: The USTR will continue to accept Section 301 List 3 product exclusion requests through its online portal until September 30, 2019. On August 2, 2019, granted exclusions were announced for 10 specially prepared product descriptions, which cover 15 separate exclusion requests.

The granted exclusions will apply as of the September 24, 2018 effective date of the $200 billion action, and will extend for one year after the publication of the notice.

USTR will continue to evaluate exclusion requests on a rolling basis until the submission deadline.

301 List 1-3 Tariff Increase Delayed to October 15, 2019 On Wednesday night, President Trump tweeted that the 5% List 1-3 tariff increase, originally scheduled to take effect on October 1, 2019, will be delayed until October 15, 2019. Tariffs on Lists 1 through 3 products will remain at the current rate, 25%, until this change goes into effect. The US Trade Representative has not yet released an official notice on the subject.
