Josh Beker

Senior Associate

Josh Beker is a Senior Associate, at Roberts & Kehagiaras LLP, specializing in trade law and customs compliance. He focuses on tariff classification, trade remedies, Free Trade Agreement (FTA) analysis, and Anti-Dumping/Countervailing Duty (ADD/CVD) investigations. Josh also counsels companies on export classification and compliance, handling matters involving the Office of Foreign Assets Control (OFAC) and the Bureau of Industry and Security (BIS). His work includes obtaining export licenses, classification requests, and developing tailored compliance programs. Josh also represents Customs Brokers by strengthening Brokers’ regulatory documents and defending E&O claims.

Since beginning his career in 2016, he has advised clients across a wide range of industries, including construction, oil and gas, heavy machinery, and consumer electronics. He has successfully secured millions in trade exclusions.

Josh is deeply engaged in the international trade community and has held leadership roles in the State Bar of Texas International Law Section and is currently a member of the Board for the Houston Customs Brokers & Freight Forwarders Association. He is also a member of the Houston Bar Association.

Beyond his legal work, Josh  maintains an academic interest in national security and international humanitarian law, contributing to journal articles and book chapters. He also coaches mock trial teams competing in international competitions, helping to develop the next generation of legal talent.

Josh holds a B.S. in Political Science from the University of Houston, magna cum laude. He earned his J.D. from South Texas College of Law, where he was recognized as Best Oralist in the 2018 Clara Barton International Humanitarian Law Competition. He is admitted to practice in the state of Texas, the U.S. District Court for the Southern District of Texas, the U.S. Court of International Trade, and the U.S. Court of Appeals for the Federal Circuit.
