Associate

Harold Jackson is an Associate at Roberts & Kehagiaras LLP, specializing in trade law and customs compliance. Harold’s practice focuses on both import compliance and export controls, advising clients on a wide range of matters across numerous governmental agencies such as U.S. Customs and Border Protection (CBP), the Directorate of Defense Trade Controls (DDTC), the Bureau of Industry and Security (BIS), the Census Bureau, and the Office of Foreign Assets Controls (OFAC).

Harold regularly counsels clients on U.S. Customs matters, including tariff classification, valuation, country of origin, Section 232 (Steel/Aluminum) and Section 301 (China Tariffs) matters, and antidumping and countervailing duties. He also helps businesses navigate forced labor enforcement issues, tariff mitigation strategies, and the complexities of international trade regulations.

In export controls, Harold provides guidance on licensing requirements, filing voluntary disclosures, drafting export compliance manuals, and conducting training. He also assists with preparing Commodity Jurisdiction requests, classifying goods under the Commerce Control List (CCL) and U.S. Munitions List, developing technology control plans for deemed exports, and conducting compliance screening for economic sanctions.

With experience across a broad array of industries, Harold’s work is instrumental in helping companies manage and mitigate risks in both the import and export sectors. His practical advice ensures that businesses comply with complex and ever-changing trade regulations.

Harold holds a Bachelor of Business Administration in Finance from the C.T. Bauer College of Business at the University of Houston and his J.D. from South Texas College of Law. He is admitted to practice in the state of Texas, the U.S. District Court for the Southern District of Texas, and the U.S. Court of International Trade.
